It can be really crowded pretty much any time of the day... but if you go around 1 or 2 in the afternoon it is a bit less hectic and you can enjoy more of Minneapolis' beautiful lakes :)

Walk around downtown Saint Paul and chill in the park and watch the river. Lots of free events go on on Harriet Island including Irish Fair and the Taste of Minnesota, which may not be free anymore...
It's lovely. Check it out, probably best to go when there's not something else going on there so you can walk around and look at all of the statues. Also check out the JJHill house while you're there!
It's free and it's a nice place to walk around on a day off. The sculpture garden is also right there.
